Why can't a security group created in 1 VPC be used in another VPC?

Because they are designed to function within the security boundary of the individual VPC

Security group is a firewall that contains rules to allow traffic in a VPC. Thus, it can only be used within a VPC for as many resources as required. However, when going to a different VPC, the network is different and traffic is different hence, the security group cannot be used.

It cannot be done as the security or the roles created in one vpc of a particular company may be different from the other company which is in the different vpc. That might create a conflicts between the ip address and complicate security management.
