what will happen when an encrypted snapshots attached to a different region instances?

When you move an encrypted EBS snapshot to another Region, AWS forces a copy + re‑encryption step because KMS keys are Region‑scoped. The resulting volume will attach normally only if the KMS key in the destination Region is usable and grants the instance permission
