What is data at rest?

Data at rest is a digital data that is stored persistently on a physical mechanism and is not actively moving across a network or being processed by a CPU.
Think of it as data is "sleeping" or in a stable state. Examples include files stored on a computer's hard drive, archives on a backup tape, or records inside a database.
