It is not secure to have all subnets in a VPC configured as public. Many resources such as database servers, servers used for testing and R&D need not to be connected to the internet, while the web server needs to connect with the internet. So it is best to compartmentalize the VPC into private and public subnets and maintain the resources within the respective subnets.
