What are the differences in behavior between a public IP and an Elastic IP when an EC2 instance is stopped and restarted?

Public IP automatically released when the instance is stopped & a new public IP is assigned when it is restarted. Elastic IP remains attached to the instance even after stopping & restarting. It does not change unless manually detached.
