VPC-A (172.16.0.0/16) is connected to VPC-B (192.168.0.0/16) via a VPC Peering Connection. VPC-B has an Internet Gateway attached to it. Can an EC2 instance in VPC-A route its traffic out through VPC-B's Internet Gateway to access the web?

No, an EC2 instance in VPC-A cannot access the internet through VPC-B's IGW via VPC Peering. VPC-A needs its own Internet Gateway or another supported internet connectivity solution.
