Yeah... I agree with you. I believe that they are still using typical / traditional hosting methods which not consist of elasticity, flexibility, load balancing and availability mechanism like modern day cloud service providers. If they opt hosting solution from AWS, MS Azure, Oracle or GCP then they will achieve the scenario what you observed.
