No, VCPUs is not responsible for storage as it’s used gor processing. And is we reduced from 4 to 2 it may result in slow response or processing time. As the workload will fall on the two VCPUs.

When we resize the instance from 4 vCPU to 2 vCPU, there might be a performance difference since it's degraded. But there won't be any data loss or warning that will occur.
