You will not be charged for an EC2 instance that fails to launch; charges apply only to instances that are successfully launched and running. This applies to Free Tier and On-Demand instances. However, if you have reserved capacity (such as with Reserved Instances), you may still incur charges for that reserved capacity regardless of whether the instance successfully launches.
