does "AWS does not support shrinking EBS volumes" ? why can i not reduce if my requirement shrinks ( i understand there can be loss of data, but I am ok with it)

AWS does not natively support shrinking EBS volumes. This is a long-standing limitation of the service. When we increase the size of an EBS volume, the storage allocation expands. Shrinking a volume would involve identifying which data blocks to keep and which to discard based on the desired new size. This process is complex and could lead to significant data fragmentation and potential corruption if not handled perfectly at a low level.
