Attaching volume to instance: Go to EC2 and select volume , create volume (choose type & AZ same as your instance). Once created select the volume and click actions - Attach volume. Choose instance and attach it., then connect instance using RDP. After that open disk management (using diskmgmt.msc command ) and initialize the new disk. Detaching : EC2 - volumes- select volume & click actions - Detach volume. Attaching to another windows instance: Select volume again and click actions-attach volume. Choose the instance and attach it & connect using RDP. Open disk management, right click on volume and choose online.
