Can you access the User Data content from inside the running instance?

Yes — you can access EC2 user data from inside a running instance using the Instance Metadata Service at http://169.254.169.254/latest/user-data.

AWS explicitly states that instance metadata and user data can only be accessed from within the instance itself and tools like ec2-metadata retrieve user data the same way
