Yes you can restore a snapshot to a different region or availability zone.If same region then copy the snapshot and creater a volume to the availability zone where you want to have it. If it is different region copy the snapshot to the specific region you wanted to and then you create a voulme out of it.and then add that volume to the EC2 instance in which you wanted to have it
