Use amazon s3 with object lock in compliance mode, enable versioning & set a 10-year retention period. Store data in s3 standard for 1 year, then use a lifecycle rule to move it to s3 glacier deep archive for the remaining 9 years. This ensures max resiliency & prevents deletion by any user.
