What is the purpose of VPC Peering ?

The main purpose of VPC Peering is to allow private network communication between resources in two different VPCs using private IP addresses.

After proving VPC which peering connection, using IP address we will be able to connect between the instances in different VPC?

is it possible to establish peering connection between an instances in different region and different accounts ?

YES — different Region + different AWS accounts is supported by inter region peering connection

is it possible to establish peering connection between an instance in same region , but in different accounts ?

yes
